1. AI Weiwei subjected to torture, has signed guilty plea
April 19, 2011, in Beijing Xinhua Agency Headquarters and Ministry of Public Security,
publicity officials confirmed that the tax delinquency case of internationally renowned
artist Ai Weiwei had reached conclusion. Under the joint handling by National Security,
Economic Investigation and Taxation Investigation Departments at Beijing Public
Security Bureau, with continual cruel beating and severe torture for several days from
April 3, and forced confession, Ai Weiwei was compelled to confess to his tax evasion
activities before the Economic Investigation Division of Beijing Public Security Bureau.
On the basis of revelations by Public Security Bureau officials who are "in the know,"
Fu Zhenghua ordered that, however Gao Zhicheng had been dealt, should be applied
for taking down Ai Weiwei. The cruelest treatment on Gao Zhicheng by the Beijing
Public Security Bureau had been poking of an electric truncheon into his anus, after
which the evil police would leave for about half-hour, while he struggled by himself with

days, Ai Weiwei confessed to all trumped-up charges, and signed his name on the guilty
plea book.
The loving son of renowned poet Ai Qing, known to the populace as "the god of
love," Ai Weiwei was forced to bow his head and plead guilty after cruel punishment
and torture by the Beijing Public Security Bureau policemen. Before taking down
Ai Weiwei, crack policemen of the Economic Investigation Division, Beijing Public
Security Bureau, declared to the Ministry of Public Security that the National Protection
measures had been too soft. How could they handle Ai, the fat womanizer? Only we are
suitable for serving as the most loyal guardian for the Party.
2. Background of Ai Weiwei's Changan Street March
Why did the Beijing police treat Ai Weiwei with such violent treachery? Let us start
from the beginning.
Fu Zhenghua, Chief of the Beijing Public Security Bureau, and Xiao Xingguo, Chief of
the Beijing Chaoyang Division, both started out as criminal policemen, are inveterate
brothers with very close relationship. For many years, Fu Zhenghua and Xiao Xingguo
acted as protective shield for such mobsters as Zhang Rongcha, Guo Deliang and Zhao
Hui. Zhao Hui has been one of four gang bosses in Beijing during the last twenty years,
with controlling power over numerous nightclubs in Beijing. For well over a decade,
Zhao Hui has been involved with Chang Fu Gong, Tian Shang Ren Jian, and others.
Zhang Rongcha has been Legal Representative for Beijing Zhengyang Construction
Engineering Company (with Guo Deliang as Vice President), Beijing Dong Fang Gong
Hotel, and several other companies. Fu Zhenghua and Xiao Xingguo both hold massive
shares of Beijing Zhengyang Construction Engineering Company.
In the early morning of February 22, 2010, at just past 2 a.m., in Changdian Village
of Jinzhan Township, while several trailers and excavators from Beijing Zhengyang
Construction Engineering Company proceeded with forceful demolition of the Chuangyi
Zhengyang Artist Colony, Zhao Hui led over one hundred masked underworld gangsters,
all carrying cudgels and choppers, to beat up seven artists, including a well-known
Japanese artist. At 3 p.m. on that afternoon, Ai Weiwei led sixteen artists for a march on
Changan Street, with banners proclaiming "Restore our Human Dignity!" in protest of
the demolition, making news all over the world. Used to having their evil ways around
Beijing, Zhao Hui and Zhang Rongcha never could imagine that Ai Weiwei and friends
would have such huge influence. Under the enormous media pressure, Fu Zhenghua
and Xiao Xingguo had no alternative, but to take in Zhang Rongcha, Zhao Hui and
their cohorts temporarily under detention, with charges of trouble-making and willful
injuring, and pledge to open a case for investigation. However, over one year has elapsed
since then, Zhao and Zhang have yet to receive punishment for their evil deeds, the
Beijing Dong Fang Gong Hotel is still well lit in business, as important decisions by Fu
Zhenghua, Xiao Xingguo, Zhang Rongcha and Zhao Hui are made in luxurious offices on
the fifth floor of Dong Fang Gong.
3. Ai Weiwei's Changan Street march causing personal enmity with Fu Zhenghua, a protégé of Hu Jintao, almost costing his position
Starting out as a criminal policeman, Fu Zhenghua ascended from Deputy Chief of
Beijing Public Security Bureau to become Deputy Director of Criminal Investigation
Division of the Ministry of Public Security, and has acted as a protective shield over
the sinister underworld for many years. During the year of 2009, Fu Zhenghua sent
Explosion Prevention police to snatch He Yang, a convicted felon, out of the Xi San
Qi police substation. The substation sued him all the way up to the Party Central
Committee. However, Fu Zhenghua used big money to bribe Ji Zhuchun, Secretary of
the Commission on Inspecting Discipline for the Ministry of Public Security, and Wang
Zhenchuan, Vice Minister of the Supreme People's Procuratorate, for connection with
Wang Zhaoguo. They not only bailed out Fu Zhenhua, but even recommended him to Hu
Jintao. Fu Zhenhua spent millions toward this end.
Fu Zhenghua managed to climb up even further. In January 2010, he returned to Beijing
Public Security Bureau to become its Chief, through connections with Wang Zhaoguo,
He Yong, and Liu Qi. Liu Qi was recommended to Beijing by Wu Yi, who in 1998
became an Alternate Member of the Political Bureau and a Member of the State Council.
With approval by the Central Organization Ministry (Zeng Qinhong as Minister then),
he served as Deputy Mayor and Vice Party Secretary of Beijing, subsequently becoming
Party Secretary through promotion by Jia Qinglin, as a member of the Jiang clique. Liu
Qi is one of those mediocre officials, without any special accomplishment, or reform
ideas, always steering with the wind. Originally leaning on the Jiang clique, Liu Qi
saw the increasing power shift toward the Youth League faction, then turned to support
Hu Jintao. In 2009, if it were not for the nod signal by Liu Qi, the "turncoat" Party
Secretary, for consent report to the Central Organization Ministry (with Li Yuanchao as
Minister), Fu Zhenghua would not have become Beijing Public Security Bureau Chief.
He Yong, Wang Zhaoguo and Fu Zhenghua are all natives of Tangshan, Hubei (from
Qianxi County, Fengrun County and Nie County, respectively), close as sworn brothers.
Through them Fu Zhenghua bribed Hu Jintao, who did not want a member of the Jiang
faction to occupy the Beijing Public Security Bureau Chief's position anyway. As a
result, Fu Zhenghua eventually became Beijing Public Security Bureau Chief and Vice
Party Secretary of Beijing Procuratorate Commission.
When Fu Zhenghua had just become Beijing Public Security Bureau Chief in January
2010, the March led by Ai Weiwei on February 22, 2010 came close to killing off the
make-fortune dream of Fu Zhenghua, Zhang Rongcha and others, as well as burying the
political future of Fu Zhenghua. For longer than two decades, no one had dared to march
along Changan Street. Whoever caused any incident would certainly be held responsible.
Even before the occurrence of this demolition incident, there had been bad cases of
participation in demolition by underworld hooligans. Zhao Hui and the like should have been identified as "underworld evil," except that they were bought up by the Chaoyang
District police station as controlled through Xiao Xingguo. After the March incident had
generated reports by global news media, top officials of Jiang faction in the Ministry of
Public Security suggested to the Central Procuratorate Commission that Fu Zhenghua be
removed from his positions. However, because of alliance of He Yong, Wang Zhaoguo
and Liu Qi, Hu Jintao agreed to retain Fu Zhenghua, not only for profit play, but also for
political play.
4. Ai Weiwei's Sichuan investigation causing personal enmity with Liu Qibao, a protégé of Hu Jintao, almost costing his position
The Ai family had been well connected with the top leadership of the Chinese
Communist Party. Ai Qing, father of Ai Weiwei, was the best-known contemporary
poet in China. Beginning in the Mao Zedong era, the Mao family and the Ai family in
Yanan already had emotional attachment through poetry. Mao Zedong would always
show his poems to Ai Qing for reading and discussion. In 1957, Ai Qing made a major
mistake in declaring: "There are two factions within our party, the punishing faction,
and the punished faction." When Mao Zedong heard this statement, he sent Tian Jiaying
to Ai Qing's home with a direct summon to Zhongnanhai. Ai Qing, with his scholar
background, casually asked Tian Jiaying: "Has the old gentleman written a new poem?"
Tian Jiaying returned to Zhongnanhai, and reported it to Mao Zedong. Mao Zedong
threw out the remark: "This guy does not know how to appreciate favors." During
the 1957 Anti-Rightist Campaign, Ai Qing was dispatched to Xinjiang in the Great
Northwest, and forced to clean toilets for fifteen years. After the reform opening, Deng
Xiaoping, Hu Yaobang and Zhao Ziyang all took extra good care of Ai Qing, treating
him like a department minister within the Chinese Communist hierarchy. By the Jiang
Zemin and Hu Jintao eras, they treated Ai Qing well until the very end. While he lay
dying, Jiang and Hu repeatedly ordered emergency treatments. Upon Ai Qing's death,
the first Chinese Communist high official who went to his home to offer condolences was
none other than the fourth-generation Secretary-General Hu Jintao.
In accordance with rules established by Jiang Zemin, for Chinese Communist high
officials above the Ministry-level, every family must produce a Ministry-level cadre.
Such policy has been continued in the Hu Jintao era. After the 2008 Olympic Games,
Ai Weiwei achieved special renown with his "Birdnest" design, for which Hu Jintao
appointed him as a member of the National Congress, and even its Standing Committee,
for encouragement and consolation. However, Ai Weiwei witnessed the tragic loss of
lives of numerous innocent people after the major earthquake in Sichuan, and heard
the grievous cries of countless parents of dead children. He discovered how orders
by Liu Qibao and Jiang Jufeng were followed for the Sichuan provincial government
website, irresponsibly removing public announcement about earthquake damages by the
Wenchuan Municipal Publicity Department from the website, even denying "a rumor"
about the earthquake, resulting in the deaths of 80,000 people, and injuries to hundreds
of thousands. Ai Weiwei's conscience told him that he could not accept such gestures of
pacification, and could not ignore the lack of investigation of Liu Qibao's responsibility for the loss of lives. As a matter of fact, if Tan Zuoren and Ai Weiwei had continued
their investigation, Liu Qibao could not have escaped prosecution. If Liu Qibao had not
removed the announcement about earthquake prediction, residents could have evacuated
from their houses, schools could have been closed, thus avoiding the deaths of 80,000
people during broad daylight.
Mao Zedong said that Ai Qing "does not know how to appreciate favors," whereas
Hu Jintao and Liu Yongqing said that Ai Weiwei "is foolish enough to reject a face-
saving offer." Liu Yongqing, wife of Hu Jintao, served as Director of the Beijing Area
Planning Commission. In 2002, a sister of Liu Yongqing took a fancy on a plot of land
in Chaoyang District, valued at billions. Upon its reporting by relevant departments
to the Secretariat, Hu Jintao promptly telephoned Liu Yongqing to demand immediate
return, or else he would pronounce divorce from her over Central Television, because
such behavior would directly affect his official career. However, ever since his ascent
to become Party Secretary-General, Liu Yongqing has continued to go around to grab
treasures, grab goods, grab plots, without any control by Hu Jintao over his wife. Zhang
Huixin, Vice Minister of Central Organization and Vice Secretary of Central Commission
for Inspecting Discipline, asked a businessman to give Liu Yongqing a set of fancy
furniture, valued at millions, which Liu Yongqing quickly gave to her daughter.
On the matter of Ai Weiwei, Liu Yongqing declared that, anyone who dares to rake
up the Lius' weaknesses, should be taught a tough lesson. With such edict from Liu
Yongqing, Liu Qibao and Sichuan Public Security Department proceeded to attack Ai
Weiwei.
5. Using the Jasmine Revolution as pretext, Fu Zhenghua and Liu Qibao joined in attack on Ai Weiwei, abuse public power for personal retaliation
Since the start of the Jasmine Revolution, Hu Jintao has ordered that the case be broken
within one month. Therefore Fu Zhenghua, Beijing Public Security Bureau Chief, with
officials from the Public Security Ministry, and Liu Qibao, Sichuan Public Security
Department and Sichuan Provincial Party Secretary, joined hands for attacking Ai
Weiwei.
Since late February 2011, most arrests have occurred in Sichuan and Beijing. Under the
direction of Fu Zhenghua, National Protection and Economic Investigation of Beijing
Public Security Bureau have forced more than ten apprehended website activists and
artists from Song Village to attest that Ai Weiwei is the instigator and general mobilizer
of the Chinese Jasmine Revolution. They have falsified written notes, with sources all
pointing to Ai Weiwei, as the planner, directing them to propagate online articles about
the Jasmine Revolution, with Ai Weiwei mobilizing all Chinese people to overthrow the
Communist Party. After the Beijing Public Security Bureau, the Sichuan Public Security
Department and Safety Department concluded that Ai Weiwei was engaged in subversive
activities, the arrest of Ai Weiwei and charges for his punishment have become only
a matter of time (Way back in the mid-1990's, Jiang Zemin had directed that political problems warranted non-political treatments). In this case Hu JIntao affixed his personal
signature on the report by Fu Zhenghua, compelling the other eight members of the
Standing Committee to follow suit, thus elevating the instigation of Jasmine Revolution
by Ai Weiwei, as reported by Fu Zhenghua, to a level above the Tibet 314 event and the
Xinjiang 75 event, for a more serious "problem on the life and death of the party and the
nation."
In this case, where Fu Zhenghua and others abused public power for personal retaliation,
a gigantic cover was laid over Hu Jintao, essentially pushing him toward a dead end.
This Ai Weiwei incident, while originating from the corruption of the Liu Yongqing
family clique, and personal enmity between Fu Zhenghua and Ai Weiwei, has hijacked
the entire Chinese Communist hierarchy. The upright and outspoken Ai Weiwei revealed
and challenged their official corruption, and utter disregard for human life, resulted in
their deepest hatred. Yet Hu Jintao still adopted the tricks from Mao Zedong's Cultural
Revolution, "those who submit will prosper, those who resist will perish." He overlooked
the corruption of the Liu Yongqing family clique, and the lawlessness of Fu Zhenghua,
ultimately through his handling of the Jasmine and Ai Weiwei events, caused the further
worsening of Chinese human rights conditions, with serious retreat and collapse of
China's international image.

Through them Fu Zhenghua bribed Hu Jintao, who did not want a member of the Jiang
faction to occupy the Beijing Public Security Bureau Chief's position anyway. As a
result, Fu Zhenghua eventually became Beijing Public Security Bureau Chief and Vice
Party Secretary of Beijing Procuratorate Commission.
When Fu Zhenghua had just become Beijing Public Security Bureau Chief in January
2010, the March led by Ai Weiwei on February 22, 2010 came close to killing off the
make-fortune dream of Fu Zhenghua, Zhang Rongcha and others, as well as burying the
political future of Fu Zhenghua. For longer than two decades, no one had dared to march
along Changan Street. Whoever caused any incident would certainly be held responsible.
Even before the occurrence of this demolition incident, there had been bad cases of
participation in demolition by underworld hooligans. Zhao Hui and the like should have been identified as "underworld evil," except that they were bought up by the Chaoyang
District police station as controlled through Xiao Xingguo. After the March incident had
generated reports by global news media, top officials of Jiang faction in the Ministry of
Public Security suggested to the Central Procuratorate Commission that Fu Zhenghua be
removed from his positions. However, because of alliance of He Yong, Wang Zhaoguo
and Liu Qi, Hu Jintao agreed to retain Fu Zhenghua, not only for profit play, but also for
political play.
4. Ai Weiwei's Sichuan investigation causing personal enmity with Liu Qibao, a protégé of Hu Jintao, almost costing his position
The Ai family had been well connected with the top leadership of the Chinese
Communist Party. Ai Qing, father of Ai Weiwei, was the best-known contemporary
poet in China. Beginning in the Mao Zedong era, the Mao family and the Ai family in
Yanan already had emotional attachment through poetry. Mao Zedong would always
show his poems to Ai Qing for reading and discussion. In 1957, Ai Qing made a major
mistake in declaring: "There are two factions within our party, the punishing faction,
and the punished faction." When Mao Zedong heard this statement, he sent Tian Jiaying
to Ai Qing's home with a direct summon to Zhongnanhai. Ai Qing, with his scholar
background, casually asked Tian Jiaying: "Has the old gentleman written a new poem?"
Tian Jiaying returned to Zhongnanhai, and reported it to Mao Zedong. Mao Zedong
threw out the remark: "This guy does not know how to appreciate favors." During
the 1957 Anti-Rightist Campaign, Ai Qing was dispatched to Xinjiang in the Great
Northwest, and forced to clean toilets for fifteen years. After the reform opening, Deng
Xiaoping, Hu Yaobang and Zhao Ziyang all took extra good care of Ai Qing, treating
him like a department minister within the Chinese Communist hierarchy. By the Jiang
Zemin and Hu Jintao eras, they treated Ai Qing well until the very end. While he lay
dying, Jiang and Hu repeatedly ordered emergency treatments. Upon Ai Qing's death,
the first Chinese Communist high official who went to his home to offer condolences was
none other than the fourth-generation Secretary-General Hu Jintao.
In accordance with rules established by Jiang Zemin, for Chinese Communist high
officials above the Ministry-level, every family must produce a Ministry-level cadre.
Such policy has been continued in the Hu Jintao era. After the 2008 Olympic Games,
Ai Weiwei achieved special renown with his "Birdnest" design, for which Hu Jintao
appointed him as a member of the National Congress, and even its Standing Committee,
for encouragement and consolation. However, Ai Weiwei witnessed the tragic loss of
lives of numerous innocent people after the major earthquake in Sichuan, and heard
the grievous cries of countless parents of dead children. He discovered how orders
by Liu Qibao and Jiang Jufeng were followed for the Sichuan provincial government
website, irresponsibly removing public announcement about earthquake damages by the
Wenchuan Municipal Publicity Department from the website, even denying "a rumor"
about the earthquake, resulting in the deaths of 80,000 people, and injuries to hundreds
of thousands. Ai Weiwei's conscience told him that he could not accept such gestures of
pacification, and could not ignore the lack of investigation of Liu Qibao's responsibility for the loss of lives. As a matter of fact, if Tan Zuoren and Ai Weiwei had continued
their investigation, Liu Qibao could not have escaped prosecution. If Liu Qibao had not
removed the announcement about earthquake prediction, residents could have evacuated
from their houses, schools could have been closed, thus avoiding the deaths of 80,000
people during broad daylight.
Mao Zedong said that Ai Qing "does not know how to appreciate favors," whereas
Hu Jintao and Liu Yongqing said that Ai Weiwei "is foolish enough to reject a face-
saving offer." Liu Yongqing, wife of Hu Jintao, served as Director of the Beijing Area
Planning Commission. In 2002, a sister of Liu Yongqing took a fancy on a plot of land
in Chaoyang District, valued at billions. Upon its reporting by relevant departments
to the Secretariat, Hu Jintao promptly telephoned Liu Yongqing to demand immediate
return, or else he would pronounce divorce from her over Central Television, because
such behavior would directly affect his official career. However, ever since his ascent
to become Party Secretary-General, Liu Yongqing has continued to go around to grab
treasures, grab goods, grab plots, without any control by Hu Jintao over his wife. Zhang
Huixin, Vice Minister of Central Organization and Vice Secretary of Central Commission
for Inspecting Discipline, asked a businessman to give Liu Yongqing a set of fancy
furniture, valued at millions, which Liu Yongqing quickly gave to her daughter.
On the matter of Ai Weiwei, Liu Yongqing declared that, anyone who dares to rake
up the Lius' weaknesses, should be taught a tough lesson. With such edict from Liu
Yongqing, Liu Qibao and Sichuan Public Security Department proceeded to attack Ai
Weiwei.
5. Using the Jasmine Revolution as pretext, Fu Zhenghua and Liu Qibao joined in attack on Ai Weiwei, abuse public power for personal retaliation
Since the start of the Jasmine Revolution, Hu Jintao has ordered that the case be broken
within one month. Therefore Fu Zhenghua, Beijing Public Security Bureau Chief, with
officials from the Public Security Ministry, and Liu Qibao, Sichuan Public Security
Department and Sichuan Provincial Party Secretary, joined hands for attacking Ai
Weiwei.
Since late February 2011, most arrests have occurred in Sichuan and Beijing. Under the
direction of Fu Zhenghua, National Protection and Economic Investigation of Beijing
Public Security Bureau have forced more than ten apprehended website activists and
artists from Song Village to attest that Ai Weiwei is the instigator and general mobilizer
of the Chinese Jasmine Revolution. They have falsified written notes, with sources all
pointing to Ai Weiwei, as the planner, directing them to propagate online articles about
the Jasmine Revolution, with Ai Weiwei mobilizing all Chinese people to overthrow the
Communist Party. After the Beijing Public Security Bureau, the Sichuan Public Security
Department and Safety Department concluded that Ai Weiwei was engaged in subversive
activities, the arrest of Ai Weiwei and charges for his punishment have become only
a matter of time (Way back in the mid-1990's, Jiang Zemin had directed that political problems warranted non-political treatments). In this case Hu JIntao affixed his personal
signature on the report by Fu Zhenghua, compelling the other eight members of the
Standing Committee to follow suit, thus elevating the instigation of Jasmine Revolution
by Ai Weiwei, as reported by Fu Zhenghua, to a level above the Tibet 314 event and the
Xinjiang 75 event, for a more serious "problem on the life and death of the party and the
nation."
In this case, where Fu Zhenghua and others abused public power for personal retaliation,
a gigantic cover was laid over Hu Jintao, essentially pushing him toward a dead end.
This Ai Weiwei incident, while originating from the corruption of the Liu Yongqing
family clique, and personal enmity between Fu Zhenghua and Ai Weiwei, has hijacked
the entire Chinese Communist hierarchy. The upright and outspoken Ai Weiwei revealed
and challenged their official corruption, and utter disregard for human life, resulted in
their deepest hatred. Yet Hu Jintao still adopted the tricks from Mao Zedong's Cultural
Revolution, "those who submit will prosper, those who resist will perish." He overlooked
the corruption of the Liu Yongqing family clique, and the lawlessness of Fu Zhenghua,
ultimately through his handling of the Jasmine and Ai Weiwei events, caused the further
worsening of Chinese human rights conditions, with serious retreat and collapse of
China's international image.
